The only thing I haven't figured out how to deal with in a scripted fashion are the screwball mkv's that are hevc 10bit p101e. cuvid/nvenc screams about decoding those for whatever reason, so I have to do software decode w/ x265, then pipe resize in cuda hwoffload and finally encode it with hevc_nvenc.

Dunno if anyone else has bothered, but I think the compression process can be generalized as block vs chunk.  h264 breaks everything into equal blocks, h265 breaks into normalized chunks.  So if half the image is one color instead of a bunch of blocks, it's just a few chunks.
