If applying for employment with a bank you're required to submit your financial information, background check, and credit history because you will be handling and have access to other people's money and personal financial information.  I don't think it's too much of a stretch to say that someone who will be running the country and having great influence on spending the gov't (aka public's) money should be expected to provide
