11:33 < _NSAKEY> sasquatc4: I've yet to encounter throttling that's so blatant, but about the only time my connection hits the advertised max speed is when I'm downloading OS updates.
11:34 < _NSAKEY> Beyond that, a lot of the slowdown I've observed in my recent months as a Comcast customer can be chalked up to peak time usage. If I do downloads in the middle of the night, they're faster than if I did the same downloads during the evening.
